Either those teams are on the way down after being in or near the top 50 for most of the season, or they are the teams that are having a hard time but have something big on their resume.
These are also the teams that are in the running but might not be very good, like UCLA, Kansas, and Virginia. These are also the teams with great records but not enough good play to move up.
(Really, America, we love Army too, but they have not played a bowling team yet.)
