The 3 is based on the ACC Championship. Boise State will be the 4th seed if SMU beats Clemson. They will be the third seed if SMU beats Clemson. When Clemson wins, Boise State will be the 3, and if Clemson wins, it could be the 11.
The winner of the Big 12 has to wait for the winner of the ACC. The winner of Arizona State vs. Iowa State is almost certainly out. If SMU beats Clemson, the winner is likely the 11 or 12. If Clemson beats SMU, the winner is likely the 4.

If the Tigers beat SMU… 1. Winner of the Big Ten. 2. The SEC Champion, 3. Boise State, 4. Big 12 Champion, ranked 5–8 in order: Ohio State, Notre Dame, Big Ten loser, SEC loser, Tennessee, Indiana, Alabama, and Clemson will play in that order.
