The transfer portal window has been open for more than two weeks, and this past week saw an influx of big names announce their next destinations. This is the second edition of the Transfer Portal Power Rankings (here are the first set of rankings), and this week welcomes some new programs that have excelled in the portal.

Each week, we’ll rank the top 10 teams based solely on the additions they have made through the transfer portal. The rankings will be based on how immediately the additions can contribute as well as how well the programs made up for vulnerabilities and departures.

10. Colorado

Jackson State QB Shedeur Sanders, Kent State OT Savion Washington, Clemson LB LaVonta Bentley, California RB Champion Johnson, Missouri State OL Landon Bebee, West Virginia WR Taijh Alston, Dartmouth OL Shane Cokes

Many people were uncertain of the impact that Deion Sanders would have in the transfer portal, given how difficult it is to transfer to Colorado. But he’s done an admirable job within the past week alone, including landing his son and prized transfer Shedeur Sanders. The Buffs also went to work in the trenches with two starting offensive linemen and a starter off the edge on the defensive line.

9. USC

Arizona WR Dorian Singer, Georgia State LB Jamil Muhammad, Oklahoma State LB Mason Cobb, Arizona CB Christian Roland-Wallace, Arizona State P Edward Czaplicki, Arizona DL Kyon Barrs

USC landed perhaps one of the top wide receivers in the transfer portal in former Arizona wideout Dorian Singer, who paced the Pac-12 in receiving yards this year. The Trojans also prioritized the linebacker position, which was a very inconsistent one in Alex Grinch’s defense, adding Oklahoma State’s leading tackler Mason Cobb and Georgia State team captain Jamil Muhammad. Christian Roland-Wallace is a veteran corner who should provide an instant impact for the Trojans.

8. SMU

Miami RB Jaylan Knighton, Miami DL Jordan Miller, Miami DL Elijah Roberts, Miami WR Key’Shawn Smith, Stanford S Jonathan McGill, West Virginia CB Charles Woods, Fresno State DB Cale Sanders Jr., Missouri OL Hyrin White, Liberty LB Ahmad Walker

SMU did all of its work so far in the first week of the window and ranked No. 1 in our rankings last week. The Mustangs didn’t add another commitment since, but they’re the favorites to land former Texas A&M RB LJ Johnson, according to a 247Sports crystal ball.

7. Oklahoma State

Washington State WR De’Zhaun Stribling, Western Michigan RB Sean Tyler, Tulsa LB Justin Wright, Tulsa LB Anthony Goodlow, Texas State OT Dalton Cooper, UNLV OT Noah McKinney, Arkansas State CB Kenneth Harris

Oklahoma State also did most of its damage in the first week, but the additions of Tulsa LB Anthony Goodlow, UNLV OT Noah McKinney and Arkansas State CB Kenneth Harris were solid as well. Goodlow was a Second Team All-AAC selection in 2022, and Harris has some solid starting experience that should help a defense that struggled mightily to defend the pass.

6. Kentucky

NC State QB Devin Leary, Cincinnati CB JQ Hardaway, Vanderbilt RB Ray Davis, Northern Illinois OT Marques Cox, Ohio State S Jantzen Dunn, Alabama OL Tanner Bowles

Kentucky came out of nowhere and made outstanding pickup after outstanding pickup. The headliner is NC State QB transfer Devin Leary, who will replace the NFL-bound Will Levis. Ray Davis had a fantastic season in 2022 for Vanderbilt, becoming the first Commodore to rank in the top five in the SEC in rushing since Ke’Shawn Vaughn in 2018. Davis rushed for 129 yards and a score against the Wildcats at Kroger Field on Nov. 12, so we know he’s comfortable in Lexington. Marques Cox was a staple at left tackle for NIU before going down due to injury coincidentally against Kentucky, but he’ll shore up the Wildcats’ offensive front. Former four-star recruit JQ Hardaway was one of the top corners in the portal and had plenty of Power Five buzz, even though he only saw 95 snaps on defense in his freshman year.

5. UCLA

Cal LB Oluwafemi Oladejo, Penn EDGE Jake Heimlicher, Oregon TE Moliki Matavao, Kent State QB Collin Schlee, Purdue OL Spencer Holstege, Army RB Anthony Adkins, Princeton P Will Powers

UCLA just keeps making big moves that don’t quite get the attention they deserve. After a strong first week, the Bruins picked up Kent State QB Collin Schlee, Oregon TE Moliki Matavao, and Army RB Anthony Adkins. But perhaps the prize of the bunch was Purdue OL Spencer Holstege, who was a mainstay on the Boilermakers’ offensive line, appearing in 32 games throughout his career.

4. Florida State

South Carolina TE Jaheim Bell, Miami DL Darrell Jackson, Auburn OL Keiondre Jones, UTEP OL Jeremiah Byers, Shorter TE Kyle Morlock

Florida State didn’t need to stack up a dozen players to make the top four of these rankings. The Seminoles picked up five players who can instantly play in August, including a pair of tight ends that should prove to be one of the nation’s top duos. UTEP offensive lineman Jeremiah Byers was one of the most highly-touted linemen in the portal, and Auburn’s Keiondre Jones brings plenty of experience and size as well.

3. Arizona State

Notre Dame QB Drew Pyne, Sacramento State RB Cameron Skattebo, USC WR Jake Smith, Kansas State LB Krew Jackson, BYU LB Tate Romney, Wisconsin LB Tristan Monday, BYU QB Jacob Conover, Cal RB DeCarlos Brooks, Texas EDGE Prince Dorbah, Washington State LB Travion Brown, Nevada OT Aaron Frost, New Mexico State P Josh Carlson, Cal LS Slater Zellers

Kenny Dillingham needs some sleep. At least 13 players have committed to transfer to Arizona State to play for the first-year head coach, including most recently Notre Dame QB Drew Pyne and Sacramento State RB Cameron Skattebo. Skattebo should be a contender for All-Pac-12 already, and you’d easily agree if you watched his film from Sac State in 2022. This is a significant haul for a program that was deprived of talent last season.

2. Oregon

Rhode Island OL Ajani Cornelius, Alabama WR Traeshon Holden, Iowa LB Jestin Jacobs, Texas OL Junior Angilau, Alabama CB Khyree Jackson

Oregon was a borderline top 10 team before adding arguably the top player in the transfer portal in Rhode Island offensive lineman Ajani Cornelius. Oregon’s entire starting offensive line will be heading to the NFL draft, and while there are some highly-touted signees slated to take over in 2023, a veteran presence was needed for a program who remains in win-now mode. Junior Angilau will certainly help with that as well, as he is a strong run blocker who paved the way for Bijan Robinson.

1. Michigan

Coastal Carolina EDGE Josaiah Stewart, Arizona State OL LaDarius Henderson, Nebraska LB Ernest Hausmann, Indiana TE AJ Barner, Indiana QB Jack Tuttle, Stanford OT Myles Hinton, Stanford C Drake Nugent

It’s remarkable how a team in the College Football Playoff has assembled the best haul of transfers for next season. Josaiah Stewart was perhaps the top defensive player in the portal and should be a Week 1 starter for the Wolverines. If Stewart wasn’t the top defensive player, maybe Ernest Hausmann was. Hausmann was 247Sports’ top ranked player in the portal, and he should be a cornerstone piece for a surging Michigan program for the next few years. Few true freshman played better than Hausmann in 2022, as he collected 54 tackles, two tackles for loss, one sack, and one fumble recovery while starting seven games and appearing in all 12. The Joe Moore Award-winning Wolverines also reloaded in the trenches, securing commitments from three former Pac-12 starters.
